If this term refers to a theocratic form of government in which belief in non-Jewish religious tenets is discouraged and in which actions that are inconsistent with Jewish practice are outlawed then I do understand why the existence of Israel would be threatened by the provision of equal voting rights to non-believers (but I’d be much less sympathetic to the cause of those supporting the existence of this state). He means that if there is just one state which includes Israel and Palestine that it resembles South Africa with its tribal homelands. South Africa wasn’t able to make a contiguous viable state out of the tribal homelands which resulted in a unified state with a black majority.
